AFAIK Adobe Photoshop CS4 works on Win 7, else Adobe would have posted an update ;)

What kind of Portable is it ? Is it a loader ? Is it a single file ?
If it's a loader, who made it ? Contact him.
If it's a single file, it is surely based on ThinApp/Thinstall and it DOES NOT work on Windows 7 (x64)... and maybe won't work for a very long time. Use WinXP-32 or 32-bit Win7.
